Bear's three-level R&D system, according to Deng Caike, R&D director, includes a first-level R&D center, a second-level business department, and a third-level factory. The R&D center is in charge of making the company's 3-5 year industrial direction and strategic planning, while the business department is in charge of current research and development and the factory side is in charge of product enhancements.
